1. Do I need to do the quest to unlock Ragnaros in Molten Core to fight him or is he already out since there is no attunements?

2. What is the best way to level on this server since its 3x rate and im vip?

Hello, no you don't have to be attuned, all attunements are removed and you can go straight to MC once you hit level 60.

If you are VIP your XP rate is set to 5x by default. Questing and running dungeons is the fastest way to hit the max level.
