Outside Raid and Blackrock Spire raids

If possible would like to allow 40 man raid for world bosses and 15-10 man raid for UBRS and LBRS. Thank you

Stratholme, Blackrock Depths, Scholomance are now set to 10 player limit (5 before) and Blackrock Spire is set to 15 (10 before) just like the previous patch. Not gamebreaking but if players prefer patch 1.12.1 player limits for these dungeons, we'll revert the change.
