[Update] Lower-Level PlayerBots

Lower-level PlayerBots will now learn all spells available for their level and use talents according to their specialization. (Previously, they sometimes did not learn all available spells for their level. It's important to note that this change does not mean they will not use downranked spells to save mana in certain situations.)
