[Fix] Quest event: Writ of Safe Passage (Eastern Plaguelands)

Fixed the caravan escort event in Eastern Plaguelands. Resolved issues with Packmaster Stonebruiser not dispatching mules, fixed pathing triggers, and corrected Field Marshal Chambers' appearance conditions for quest completion.
