[Update] VIP Features Mail & Auction

Two new commands/features have been added for VIP accounts.
- Added .mail command for VIP accounts: spawns a temporary mailbox anywhere (except BGs).
- Added .auction command for VIP accounts: opens the auction house anywhere.
- Added .mail command for VIP accounts: spawns a temporary mailbox anywhere (except BGs).
