Hello! This is addressed to devs since we can learn all professions. Let's assume I'm Engineer, can I learn both Gnomish and Goblin or is it default?

if not, you can make Gnomish to make all tools, then switch to goblin for consumables, or level a rogue alt with different specialisations.
