[Update] PlayerBot Level Sync with Party Leader

[Solo]

PlayerBots now automatically level up to match the party leader's level while the leader is below level 60.

- On level up, bots learn all new class spells and skills appropriate for their new level.
- On level up, bots re-equip gear appropriate for their new level (deferred until out of combat if in combat).

Bots at level 60 are unaffected, level sync stops before 60 to preserve raid-ready gear and spec.
